POLICY STATEMENT: Section 26.1, 26.23 Objectives/Policy Statement
Horry County has received federal financial assistance from USDOT, and as a condition of receiving this assistance, the County has signed an assurance that they will comply in ensuring DBEs have an equal opportunity to receive and participate in USDOT-assisted contracts.
In addition, MYR will:
- Ensure nondiscrimination in the award and administration of USDOT-assisted contracts;
Create a level playing field on which DBEs can compete fairly for USDOT-assisted contracts and to ensure that the DBE Program is narrowly tailored in accordance with applicable law;
- Ensure that only firms that fully meet eligibility standards are permitted to participate as DBEs;
- Help remove barriers to the participation of DBEs in USDOT-assisted contracts and promote the use of DBEs in all types of federally-assisted contracts and procurement activities conducted by recipients;
- Assist the development of firms that can compete successfully in the market place outside the DBE Program and provide appropriate flexibility to recipients of federal financial assistance in establishing and providing opportunities for DBEs.
HCDA’s overall goal for FY 2018 – FY 2020 is 14.9% of the Federal financial assistance it will expend in USDOT-assisted contracts. Given the amount of USDOT-assisted contracts that HCDA expects to let from FY 2018 – FY 2020, which is approximately $68,289,500, this means that HCDA has set a goal of expending approximately $10,155,683 with DBEs during this period.
